The EPA Offers Compliance Help for the Construction Industry Sorry. It's not a "get out of jail free card." But it is the next best possible thing. The Construction Industry Compliance Assistance Center (www.cicacenter.org) provides plain language explanations and guidance for complying with a variety of EPA regulations applicable to construction and development. Officially launched on May 1, 2003, the web site is a partnership of the EPA and various construction industry groups, including the National Association of Home Builders, the Associated General Contractors of America, and the American Road and Transportation Builders Association, among others. The goal of the site is to substantially increase compliance with the EPA's stormwater, wetlands, asbestos and lead paint regulations by providing further guidance to field practitioners. However, the site encompasses the full range of EPA regulation areas including endangered species, solid waste, hazardous/toxic waste, air, and green building. In reference to protected wetlands, development project managers should find particularly useful the site's plain language Wetland Regulations and Permitting page, which provides an overview of federal wetland regulations and how they interact with state wetland regulations. And for specific guidance and information on particular state regulations, site visitors can utilize the State Wetlands Information Tool (SWIFT). Still under development but operational, a Compliance Summary Tool and a National Endangered Species Tool are also available to assist center visitors in determining environmental requirements for specific construction projects and information on incidental take permits for state-specific endangered species.
