| On October 3, 2003, relatively minor revisions to the
Corps' State Program General Permit (SPGP-01) were announced.
The changes were implemented by the Corps in response to
public comments to: (1) allow applicants to submit Joint
Permit Applications (JPAs) directly to the Corps and DEQ (in
addition to VMRC) to expedite the permit review process; (2)
change notification requirements for projects affecting
endangered species in Southwest Virginia; and (3) amend
language to clarify the Corps' ability to assess cumulative
impacts. A complete copy of the
amended SPGP and corresponding summary sheet

public comments and Corps responses are also
