Fairfax County Board of Supervisors Discuss PFM Changes, Stormwater Utility and LID

During the July 19, 2004 joint meeting of the Fairfax County's Board of Supervisors (BOS) Environmental Committee and the Development Process Committee, the following significant issues related to water quality and land development were discussed:
- Formation of a Stormwater Utility is again being recommended to fund the estimated $800 Million backlog in stormwater needs. The BOS will appoint an Advisory Committee on July 26, 2004 (contact Supervisor Gross prior to Monday, July 26 at
mason@fairfaxcounty.gov if you are interested in serving to assist the BOS in deciding the most appropriate approach to this issue).
AMEC, the County's consultant, identified two funding options to be considered:
- Tax-Funded Option:
- An increase of between 1.3 cents and 3.0 cents in the real estate tax rate.
- Utility User Fee Option:
- Based on the amount of imperviousness on property
- Billing Unit: 2,000 square feet of imperviousness
- $54 in first year to $84 a year by year five, per billing unit
- The need to implement Low Impact Development (LID) practices, including rain gardens, vegetated swales, infiltration systems, and green roofs (i.e., soil and plant material on roof tops to reduce the effective impervious area), in Fairfax County through revisions to the Public Facilities Manual (PFM).
- The need to modify the PFM to provide that natural drainage divides must be honored only if very specific conditions are met; and
